The topic of cybersecurity remains one of the key ones, and it is important to continue work on protecting the personal data of Russians, said the head of the State Duma Committee on Information Policy, Alexander Khinshtein. The Ministry of Digital Development is the founder of four universities* – the founder’s efforts should be concentrated on their development, he emphasized.
Alexander Khinshtein, State Duma:
– Our committee plans to hold an offsite meeting in the near future at the Moscow Technical University of Communications and Informatics, dedicated to specialized industry content writing service education. Each of the four universities is invited to determine its area of activity and a set of technology partners who actively participated in supporting this university.
Alexander Khinshtein focused on the plans of the Ministry of Digital Development announced a year ago but not implemented. To date, a transparent platform of consents for the processing of personal data has not been created, which allows citizens to see their consents and revoke them, the deputy recalled. The head of the Ministry of Digital Development agreed that
THE PERSONAL DATA PROCESSING CONSENT PLATFORM CURRENTLY WORKS ONLY IN THE BANKING SECTOR AND THE SCOPE OF ITS APPLICATION NEEDS TO BE EXPANDED
Another problem is that the RuStore app store does not allow downloading any third-party applications. In addition, a secure domestic messenger for government employees has not been created, the head of the IT committee continued.
Maksut Shadayev countered that almost 500,000 officials use a specialized domestic mobile application for communications called "TARM" (standard automated workstation for civil servants). "This is already a basic application, it is on all phones, it is just being used in the executive branch for now," he said.
The Minister noted that amendments to Federal Law 59 came into effect on January 1, 2024, making it mandatory to review all citizen requests sent to ministries and departments via Gosuslugi. "We have a feedback platform in place - in 2023 alone, nearly 3.5 million requests were processed through it, and the average review period is seven days," the head of the Ministry of Digital Development, Communications and Mass Media said. Now, all government agencies' websites have a button for quick citizen requests, he explained.
Maksut Shadayev, Ministry of Digital Development of the Russian Federation:
– It doesn’t matter where the user is located – [on the website of] the regional government, the municipal administration or the federal ministry – one button leads to one channel of appeal.
In this sense, the one-button concept has been successfully implemented, the minister believes.
"I understand that you have implemented the concept of one button through many of these buttons, which are all one button. Well, let's assume that you have implemented it," the head of the IT committee noted.
